Location

Industrial zone or industrial cluster in Ninh Binh?

Location decides where you file, which incentives apply and your operating costs for years. This article sums up the options in Ninh Binh, current planning figures and the criteria to compare before signing a lease.

TTK Vietnam · Updated 13 Oct 2026 · 4 min read

Key points

  • Projects inside an industrial zone file with the Industrial Zone Management Board; in a cluster or outside zones, with the Department of Finance.
  • The provincial plan includes dozens of operating industrial zones and clusters; many more are under construction or newly added to the plan.
  • Compare at least two options on rent, infrastructure, logistics and incentives before finalising the IRC file.

Types of location

Location decides the licensing authority, incentives and many other conditions. Choose the site before finalising the IRC file.

  • Industrial zone: File with the Industrial Zone Management Board; integrated infrastructure; deal with the zone infrastructure developer on land or factory lease
  • Industrial cluster and outside zones: File with the Department of Finance; check planning and land procedures carefully, especially for clusters newly formed after the merger
  • Leased ready-built factory: Faster to start production; needs a valid lease and the lessor’s legal documents
  • IRC conditions on location: Documents proving the right to use the site (land-use rights or a lease); consistency with planning; meeting investment-per-land-area and labour conditions if the province sets them (Article 39, Decree 96/2026/ND-CP)
Common pitfall

A site without valid evidence of land-use rights or not matching planning

Criteria for comparing sites

  • Size and type of facility: Lease land and build, or lease a ready-built factory; area needed now and room to expand
  • Sectors the zone may attract, and the project’s environmental and wastewater requirements
  • Distance to expressways, ports, Hanoi and the labour pool
  • Rent, management fees, lease term and land handover schedule
  • Incentive locations and land rent incentives that may apply
  • Legal status of the zone: Established, infrastructure under construction, or only in the plan

Tip: Compare at least 2 site options on rent and management fees, power, water and wastewater infrastructure, logistics and incentives before signing a lease.

FAQ

Do I need an IRC to lease a ready-built factory?

Yes, for a foreign investor’s project. The factory lease or lease agreement is the site evidence in the IRC file, together with the lessor’s legal documents.

Can I invest right away in a zone newly added to the plan?

Not necessarily. The zone must be established and have infrastructure and a developer before land can be leased. Each zone’s status is shown on the Locations page.
