Incentives

Land rent incentives and incentive locations in Ninh Binh

After the merger, many communes and wards in Ninh Binh have new names. This article explains how incentives are determined, the land rent exemptions and how to check whether your site is an incentive location.

Key points

  • Incentives are recorded in the investment registration certificate; the investor then claims each incentive with the authority that applies it.
  • Land rent exemptions add up: First during basic construction, then by project group.
  • The incentive location list uses the new commune and ward names; check it before choosing a site.

How incentives are determined

  • Incentives apply to new and expansion projects
  • Eligible: Projects in incentive sectors; projects in difficult or extremely difficult socio-economic locations; large-capital, labour-intensive or key projects; high-technology, strategic-technology, R&D centres, semiconductors, data centres
  • Incentive grounds are recorded in the investment policy approval decision, the investment registration certificate or the investor approval decision; the investor then carries out the incentive procedure with the authority for each incentive (Article 24, Decree 96/2026/ND-CP)
  • Some subjects need separate confirmation: High-tech enterprises, science and technology enterprises, supporting-industry projects, technology-transfer projects

Because incentives rest on the certificate’s content, the IRC file must identify the sector, location and incentive criteria correctly from the start.

Common pitfall

Not identifying incentives in the IRC file, making later additions hard or slow

Land rent exemptions

Under Articles 39 and 40 of Decree 103/2024/ND-CP. Exemptions add up: First during basic construction, then further periods by group.

Land rent exemptionSubjects
During basic construction (up to 3 years from the land lease decision)Production and business projects in incentive sectors or locations, except commercial housing and commercial or service land
A further 3 years after basic constructionProjects in the investment incentive sector list
A further 7 yearsProjects in difficult socio-economic locations
A further 11 yearsExtremely difficult locations; specially preferred sectors; incentive sectors in difficult locations; non-incentive projects in economic zones outside incentive locations
A further 15 yearsCertain cases in economic zones, high-tech zones and non-incentive projects (see Article 40)
A further 17 to 19 yearsIncentive-sector projects in economic zones in difficult or extremely difficult locations; incentive-sector projects in high-tech zones
Entire lease termSpecially preferred sector projects in extremely difficult locations; some infrastructure projects, social housing for rent, worker accommodation in industrial zones

This is land rent the State charges when the investor leases land directly from the State. Leasing land or factories from an industrial zone infrastructure developer follows the lease with that developer.

Check incentive locations

Type a commune or ward name to check whether it is on the province’s investment incentive location list.

Open the commune and ward lookup →

The list names communes and wards. It also lists industrial zones, industrial clusters, export processing zones, high-tech zones and other functional zones as places that may qualify; the location type (difficult or extremely difficult) decides the specific incentive level. TTK reconfirms with the competent authority when preparing the file.

FAQ

Can incentives be added after the IRC is issued?

It may require amending the certificate and take extra time. That is why incentive criteria should be identified in the initial IRC file.

How do I know which incentives my project gets?

Incentives depend on the sector, location, scale and technology of the project and are recorded in the investment registration certificate. TTK checks your project against the incentive sector and location lists before filing. See the Investment incentives page.
